Hi, Megas. Let me ask what you think about a couple of things, due to my economical ignorance.
1.- I can see the intention in a mid-long term to encourage fabrication inside the United States. This customs will make harm on the short term to Americans, but can remerge the fabrication of a lot of things in the States for not be so dependent of importations and the dollar. This it is coherent with the claims of Doctrine Monroe again and the fully domain of the whole continent (very rich in resources and potentially close to a high degree of autarky, at least if we compare with China, for example).
2.- Respect to the use of customs in the international sphere, I think, let me know your view, that the purpose is not economical, if not political. It is a threat to governments for the effects on the short-term (at the end, that is what matters to most governments) that this will have. The intention is to pressure some countries for achieve an alignment to American interests, like you point with the colonies (sorry, sovereign countries) of Europe. If that is the case, the issue will be the same as always: ¿which countries will be enough strong, and with enough determination and political will, to subjugate or oppose in different ways to the pressure?
This two points without mentioning the juggling games that any government has to make to the plural groups of interests inside their country (we can not be reductionist, as usual happens with a lot of analysis about behaviour of the USA).

Io posso essere preciso riguardo alla dottrina economica monetaria ma per quanto riguarda il pensiero politico che sta dietro a certe decisioni da parte di chi ha il potere istituzionale di prenderle, possiamo fare solo supposizioni. Produrre internamente quello che serve alla nostra sicurezza e che non possiamo ricevere da fuori, e’ sempre una buona politica. Riguardo a chi sia “colonia” in mano al Potere, tra UE e USA non è certo che siano i paesi Europei. La storia passata ci dice che sono stati i poteri europei a colonizzare le Americhe e non viceversa.
